Allow your child to touch and look over all the materials they will be using to pour.
Talk about what each item is called and how they are typically used.
Encourage them to try to scoop up some water with one of the items.
Pour water into a large bowl/pot/bin or bathtub.
After they have had some practice with scooping and pouring introduce a game of how many scoops does it take to fill the bowl.
Using each different tool see how many scoops it took to fill your bowl. Try it with each tool to see which one had the most/least about of scoops of water.
Extension:
You can make this a race by encouraging other family members to participate.
Give each person a bowl (same or similar size)
Give each person a measuring tool of same or similar size (make it as fair as you can with what you have)
Start them off by counting down so they know when to start pouring.
Whoever fills their bowl first is the winner.
It may be best to play this game outdoors as it may get wet.
